The brief text on the DVD case for Stormy Weather: The Music of Harold Arlen describes the seventy-six-minute film as "inspired by the life and songs of the great american popular music composer," featuring "performances by some of today's most original recording artists." Sixteen Arlen songs—among them "Get happy," "I've Got a Right to Sing the Blues," and the title tune—are performed by Debbie Harry, Sandra Bernhard, and Rufus Wainwright among others. the contemporary renditions of Arlen's classic popular songs made for the film are presented within a loosely structured narrative set in 1986, the year of Arlen's death.
